Is that playoff strictly points scored during weeks 14-16 or does it include team average thru week13?

If a 3 week tiebreaker is necessary to determine the league champ according to the rules it seems like it is strictly total points for weeks 14-16 and does not include the teams weekly scoring average for the first 13 weeks like it does in Championship round. Is that correct? The league prize rules ...
