Are all teams not in the championship round automatically in a consolation round? And are the averages carried forward? I don't see any mention of this in the rules.

Well, I guess if they were that bad, it wouldn't matter. They wouldn't win the head to head match anyway.
But I hear what you're saying. There just isn't any solution that's going to be perfect. I just think offering a positive inducement may be the better way to go, if doable.

I'm not sure there is a realistic way to do this, but the best way to motivate owners to set the lineups of their teams with no shot, is to offer weekly prizes beyond just the one overall winner. Perhaps weekly prizes for each league winner. You may have to take away from the league prize pool, but ...
