So wouldn't it make sense to at least bid $1 to get ANY player to replace one who won't play a down this season? Heck, you might get "lucky" and get a player who happens to go for a $100+ next week. A $1 bid on anyone to replace and IR player wouldn't be wasting anything. Guess that's why he's a cellar dweller.
