That's just wrong. Even if the service wasn't good you don't do that in your home town or anywhere. Bad Karma.

You don't leave 20 cents unless you feel like you got horrible service and are trying to make a statement. That's not cheap tipping, that's just a pissed off customer. I'd call him a cheap tipper if he left three bucks.
I'm sure McCoy has a different account of how the service was... looking at the other reviews of the service at this particular restaurant, seems like there's a good chance McCoy got horrible service.

Bad service or not, you don't do that. The servers likely make minimum wage and tips are part of their income. If the service is bad you should still give 10-15%. That's a statement. $0.20 just means you're an A$$.

No way should server be given 15% if service is bad. 10% at most along with complaint

Totally bad karma for McCoy. I'm in agreement - if the service is bad, you don't leave 15% or 20%, you leave 5%-10% and a note. I've done that myself. Tips must be earned with at least 'reasonable' service.
But you don't put $.20 on a $61 order when you're a millionaire. And it sounds like he has a history of this kind of stuff. Kudo's for the owner of the restaurant for making it known to all.
