keeper guidelines need to be written better

this pertains to what round a player can be kept in and i am confused -
as the keeper guidelines state - players are bumped up 2 rounds from where they were drafted or kept the previous year - 2023 rd 15 would be 2024 rd 13
ok - i got that
undrafted multiple free agents picked up via faab and kept would start at round 15,14,13 etc
ok - i got that
here is where i am confused -
a owner in my league is keeping 2 " drafted " players from the same round - wait,what ?
both players were " drafted " in rd 15 - thus only one in 2024 could be rd 13 keeper not 2 - at least so i thought
but -he has no rd 13 pick - which means he cannot keep a player unless he trades for a rd 13 pk
he states he is using rd 12 for one and rd 11 for the other - wait,what ?
where is this rule ?
credit to this owner and others who knew a team could do this - how he knew - i do not know since it is not in the " keeper guidelines" - i tip my hat to you sir - congrats moving forward
last year i was told about the unwritten rule called the " drop down rule '
which means - team does not have a rd 13 pick - they can use a rd 12 -this is not in the " keeper guidelines"
this year it is a team can keep 2 " drafted players " from same round and keep dropping down multiple rounds till one is available - not in "keeper guidelines"
all i am asking for is " what are the rules for the keeper league "
to me - if it is not written in the " keeper guidelines " - then it cannot be done - right ?

Thanks for your help here Kim and they have been updated with better information.

From Keeper Rules, under Roster:

Keeper Guidelines
Each team in each league is allowed to keep a maximum of 5 players (and you can keep less if you want) from the previous year. The players that are kept are bumped up 2 rounds from where they were DRAFTED OR KEPT in the previous year. So if Trevor Lawrence was a 10th round pick in 2023, he can be kept as an 8th round pick in 2024. If that owner doesn't have an 8th round pick and still wants to keep Lawrence he could use his next highest available pick (i.e. 7th round or 6th round, etc.).

Anyone drafted in Rounds 1, 2 or 3 and kept the next year will be kept as a 1st round pick. HOWEVER: We don't want to punish a good draft, so if you want to keep YOUR 1st, 2nd AND 3rd round picks from 2023, you can keep all three as 1st, 2nd and 3rd round keepers for 2024, but you must keep ALL THREE, not a combination of each.

The deadline for designating each team’s 5 keepers is July 5th, which is four (4) days after the deadline for determining your KDS choices on July 1st. Drafts will be scheduled to start on Monday, July 15th for the various leagues and any new leagues will start 30 minutes after the league fills. Undrafted free agents who were picked up during the season via FAAB will be designated as Round 15 keepers the following year. If you keep multiple players who were undrafted free agents, the designations would be Round 15, Round 14, Round 13, etc. Anyone drafted in your league and cut during the season would retain their draft value as a keeper for the following year. So if someone cut an injured Breece Hall during the season and he was picked up via free agency, he would still have to be kept the next year in the round that he was originally drafted in; he would NOT be a 15th round keeper.
