I don't remember a year when they had a week without byes and then continued the byes the next week?

Does anyone know why this is? My only guess is the because of the lockout I know they switched around the schedule a little bit early so they wouldn't lose divisional games but this I just don't get.

The schedule was set up so that if Week 1 had to be cancelled, a full 16-game season could still be played. It would have involved moving Week 1 to the end of the season, pushing all playoff games (except the Super Bowl) back a week), and pushing the Week 11 bye week teams into Week 10.
