Quick question on the conditional free agent bidding. Is the conditional bid accepted only when the primary bid is successful or when it is unsuccessful?

KoB Conditional bids are only accepted when the primary bid is unsuccessful. The system takes conditional bids in the order of the dollar amounts, so highest to lowest. Good luck.
