The name is "Pay Top 3"
but the rules quoted below show only 2 payouts?

"16. Prize Breakdown:

$125 Entry Fee League (pay top 3):
Top Three Payouts:

First Place: Free Entry In 2009 NFFC
Second Place: $100 "

Is it really only pay top 2?

Is it really only pay top 2? No, that's a winner-take-all(most) $125 league. Check out the NFFC Prizes link on the home page for the Pay Top 3 winnings for a $125 league. They are there.
