It's a political issue. These "land grants", or whatever you want to call them, are executed by local government. The community needs to call for referendum, or have emergency elections to vote out those who are going to be taking "back alley money" for the sudden retail needs of the voters and taxpayers.

This will bring out the militia men and now you will start seeing more elected officials disappear. Gekko, can't you get the Northeast to start acting right? This started in CT. if I'm not mistaken.
