Steroids -- What's so bad about them?
Alzado ABUSED steroids.
You can kill yourself by abusing McDonald's, too.
This is a similar argument to gambling, in my opinion.
The NFL is afraid to do anything in Las Vegas because it's afraid of gambling, but in Las Vegas, gambling is so well regulated that it's actually the safest place in the country to do it, in terms of shielding the league from sinister, outside influences.
Steroids is the same way. We're afraid of the abuse, so we ban it entirely. But if we instead regulated its use, we might be better off.

Alzado's trainer/doctor convinced him to use growth hormones stemmed from corpses. He ended up with brain cancer, and he swore it was from the hormones given to him via dead donators. This is a weird, true story. Type his name into wikipedia and read into it. It's pretty messed up.

It's like this segment I saw on HBO Sports about NFL coaches who literally put in 20+ hours EVERY day (Gruden was a big focus). It talked about how unhealthy it was, etc. and talked about how they could "regulate it". The bottom line is you would STILL have coaches "sneaking" extra time in, etc. WHY????...... it is the American way to work harder, longer, etc.
Same thing applies here. If I know Player A takes X amount of steroids to get stronger, faster, more stamina, etc., why would I as player B NOT want to take more????

Working too many hours? I disconnected a live transformer last night at 3 am, and changed the power over to another transformer, and livened them up by 5AM. Gruden and I have a lot in common.

I'm pretty sure tobacco is NOT giving the user an unfair advantage thus creating a need in our younger population.

I thought we were talking about health.
I'm pretty sure if the idea is to keep everyone healthy, then flag football would be a better alternative.

Back to the original topic, is this any worse really? :
A father/coach in my Youth Athl Assoc took his
11 year old star baseballer to an eye doc to
consider surgery-------- to get his 20/20
vision improved to 20/15. Sadly, the over-
zealous will always try for the few extra rungs
on the short-term ladder. No perspective, and I'm
afraid its rampant from what I've seen in the south.... where they hide behind the slogan
"Its about the kids". Right. Right.
