stats does not seem to get this. not updated this week or what. maybe they need to make the damn rules themselves. when do they update the changes for the leagues. whenever they get ready or when someone asks them too.

some clarification on this would be nice. is stats supposed to apply these changes or not. it is my understanding that they are but from what i can tell they are not.
