Should There Be A Third Place League Playoff In 2009?

1st place = best h2h record
2nd place = best remaining all-play record
3rd palce - next best all-play record
Continuing on in the spirit of winning or losing each week, the top three above in each league would make the National Championship for which there would be an all-play style elimination each week with the bottom half of scorers getting eliminated.
So, if there are 30 leagues:
* 90 teams would make the natl championship
* 45 would survive week 14
* 22 would survive week 15 and play for the championship in week 16

I'm 17th in NFFC with one 195 and one 166. 7 of the other 8 are solid weeks 120-148 and I lost 4 of those.
The teams ahead of me have 1-2 more 166-195 scores and similar solid week pattern.

So in case of a H2H tie, what then determines the winner? points.
What determines 2nd place? points
What determines 3rd place? points
What determines the natl championship? points
This is overwhelmingly a points league! I'd say it is 90% a points league with a 10% H2H teaser component, if that.
