Scoring Question
Atlanta kicks a onside kick that does not go 10 yards but thouches a saints player and Atlanta recovers the ball is that considered a fumble recovery?

Scoring Question
I don't think you can lose a fumble without possession.
It's more of a "muffed punt" which I also believe is separated from "fumble lost" which needs you to establish possession and THEN lose possession.
Muffed punts and kicks are a "team possession" type of thing, rather than a player possession type of scoring.
So I'd say no.
A team simply recovers a live ball that was never possessed and fumbled away.
