Cutline Playoff Rules

The rules (not so easy to find) state that for the first three rounds of the Cutline playoffs, the bottom half of the Championship bracket teams have a second chance for a payout by dropping down into the Wild Card bracket. But, in round 4 the bottom third of the Championship bracket teams are eliminated from the contest entirely. Why? It seem to me that the best performing teams should have the most chances to cash in and, thus, all teams eliminated from the Championship bracket should continue to have a second chance in the Wild Card bracket. If anything, the round 4 Wild Card bracket teams not able to advance to the Championship bracket should be the first teams considered for finally elimination before any round 4 Championship bracket teams.
