I set mine that way because I wanted to pick on specific turns but I too see the points being made and think we could/should address them now. I suggest leaving it as is for this draft. We knew what we were getting into when we started.
If after the whole draft is complete, we think we need to change it for next year, we can.

What I am suggesting as an option would only affect the number of rounds for phase two. Not the order. You would still be picking first at 5.1 when we start up again.
